Beware of the dodgy wording in the title. I made the same mistake as the other buyer.

Beware of misprints in title

Bought these as they are quoted as 28" - but they are actually 25s. The product title is confusing and misleading so have to return them for the correct size.

Hi Colin,
The size is 700 x 25c , ETRTO: 25-622 . 28" (inch) is a reference to the suitable rim diameter.

Would be much simpler to quote the ERTO size in the Advert.
