With proper layers underneath (baselayer and fleece vest) in my personal daily activity it could, but keep in mind that every person has his/her own resistance to cold and the daily activities vary from person to person.
It depends if you are sitting still for a long period of time in -10C or that it is for a brief period of time that you sit still. With higher (intense) activity the jacket will be more suitable for lower temperatures than with lower (intense) activity. Therefore it is a difficult question to answer for anyone other than myself.
I can imagine that without the proper clothes underneath and a low (intense) activity the jacket could be too cold for the majority of people. I would recommend more of a down jacket to be on the safe side of that question.
